JSC “Sakrusenergo” invites you to participate in the price survey (competition) procedure.
Purchase object:
To ensure stable and safe electricity supply to the villages of Koreti, Bakhilovani, Kukhakhta, Chinubani, Kvemo Khalatsni, Chua Khalatsni, Zemo Khalatsni, Dadesferuli, Dumastur, Jokolo, Momalo, Birkiani, Dzibakhevi in the villages of Pankisi valley of Akhmet municipality 10/ 04 kV electrical distributor Network rehabilitation works.

JSC “Sakrusenergo” subsequently “purchaser” owns the funds for the purchase of the specified work. These funds will be used to ensure the execution of the purchase agreement concluded as a result of this procedure. The buyer is responsible for implementing the mentioned procedure in accordance with the established rule. In order to select bidders, it is authorized to evaluate their applications and conclude a purchase agreement with the winner no later than 10 days after the winner is identified.
Based on the above, the buyer invites you to participate in the price inquiry (competition) procedure and please submit your application according to the following documents and forms:
a) Application for participation (form N2);
b) information on technical compliance (form N3);
c) information on prices and delivery schedule (form N4);
d) The bidder must meet the specified criteria and must submit the requested information and their supporting documentation:
Information about engineering and technical personnel.
Information on material technical personnel loans.
Information about performing similar works.
Information about the turnover of at least 3,000,000 GEL on the company’s account during the last five years.
Information that the company is not on the unified black list of the State Procurement Agency.
Information that the company has no debt to the state, its bankruptcy or rehabilitation is not in progress.
Information that his property has not been seized.
e) In case of an advance request, the supplier is obliged to present a bank guarantee (guarantee issued by an insurance company is not accepted) for the corresponding amount of the requested advance, the validity period of which should be 90 (ninety) calendar days longer than the period of performance of the work.
f) Within 3 days after signing the contract, the supplier must provide a bank guarantee of the contract in the amount of 3.5 percent of the contract value (the guarantee issued by the training company will not be accepted).
g) Only those proposals that comply with the requirements defined by the technical assignment and the monetary parameters for the purchase are subject to evaluation.
The application should be submitted to the following address: St. Mark Bronstein N1 (Gldani-Mukhiani turn), JSC “Sakrusenergo” chancellery.
The application deadline is 2017. July 18, 6 p.m. The application submitted after the expiry of the mentioned term will not be considered.
Applications will be opened in 2017. July 18 at 18:00 at the following address: St. Tbilisi Mark Bronstein N1 (Gldani-Mukhiani turn) JSC “Sakrusenergo”.
The application must be written in Georgian and submitted to the address specified in point 3 in a sealed envelope, otherwise the proposal will not be considered.
Prices must be offered in national currency (offers submitted in other currencies will not be considered);
Delivery is made in accordance with the information provided on prices and delivery schedule (work schedule).
The application submitted by the applicant for participation in the competition is valid for at least 30 calendar days from the date of its submission.
The evaluation of the received application is carried out according to its compliance with the technical task. An application that does not meet the conditions mentioned in paragraph 2 will be rejected as inconsistent with the requirements specified in the application in the price inquiry (competition) procedure.
The winner will be considered and the procurement contract will be concluded between the procuring organization and the supplier who submitted the lowest price and which meets the requirements of the procuring organization.

Technical assignment
To ensure stable and safe electricity supply to the villages of Koreti, Bakhilovani, Kukhakhta, Chinubani, Kvemo Khalatsni, Shua Khalatsni, Zemo Khalatsni, Dadesferuli, Dumastur, Dzibakhevi in the villages of Akhmet Municipality 10 /04 kV electrical distributor on network rehabilitation works.
The supplier must carry out work on the specified areas in accordance with the attached technical documentation.
In general, the work to be performed includes:
– 10 kV on the newly built substation: arrangement of 10 kV reinforced concrete stands, arrangement of traverses, insulators and bare wires on 10 kV stands, arrangement of air disconnectors, grounding, installation of recloser (vacuum circuit breaker), dismantling of existing wooden stands and new reinforced concrete installation of masts;
-0.4 kV for the rehabilitation of the existing network, by dismantling the existing wooden stands, installing new reinforced concrete and metal towers, respectively, by installing insulated self-supporting cables.
The specific volume is presented in the table, in a local-resource form, which must be filled by the supplier, taking into account the specified costs.
Estimated period of work production is July-October 2017.
In case of signing a contract with the supplier, the responsibility for the labor safety of the personnel and environmental protection during the performance of the works will be assigned to the supplier.
Note:
1) By signing the mentioned form, the supplier confirms that he will perform his duties in accordance with the requirements of the technical assignment.
2) Attached to the technical task are the villages of Koreti, Bakhilovani, Sakobiano, Kutsakhta, Tsenubani, Kvarelskali, Duis, Kvemo Khalatsni, Shua Khalatsni, Zemo Khalatsni, Dadesferuli, Dumastur, Jokolo, Omalo, Birkiani and Dzibakhevi of the villages of Pankisi valley of Akhmet municipality 10/0.4 Maps of the rehabilitation and construction works of the KV network and layout of the masts (attachments 1, 2 and 2.1).
